The Pacific Northwest legal scene was shaken by the 2019 merger of two of the most prestigious firms in the region when Garvey Schubert Barer and Foster Pepper combined to form Foster Garvey.

The combined firm numbers over 180 attorneys in six offices, with more than 100 of those in Seattle Foster Garvey is one of the largest firms in the city. The firm also boasts two more regional offices in Spokane and Portland, as well as outposts in New York, DC, and Beijing. With practice areas ranging from environmental law to intellectual property litigation, the firm has represented regional clients in the Pacific Northwest and international clients doing business across the Pacific.

Pacific Northwest to Pacific Rim

Foster Garvey traces its history back to the 1904 founding of a firm called Weter & Roberts. Tom Foster and Lou Pepper would join the firm at midcentury. In the late 1960s, the Foster and Pepper would get their name added to the masthead, just about the time that Garvey Schubert was starting out. Three ambitions law school classmates founded Houger, Garvey & Schubert in 1966 with 39 files, $800 in the bank, a $12,000 line of credit guaranteed by their parents. By the time of their merger a half century later, each firm had grown to nearly 100 attorneys in multiple offices. The combined firm counts prominent Pacific Northwest companies as clients, including the Port of Seattle, Chateau Ste. Michelle, Columbia Bank, Costco Wholesale Corporation, Saltchuk, Space Needle LLC, and the Washington State Convention Center.

Public Finance Stars

The Foster Garvey Public Finance team regularly serves as bond counsel and underwriter’s counsel on financings for more than 450 governmental agencies in Washington, Oregon, Alaska, Idaho, and Montana. The team is the largest group of public finance lawyers in the region and clients include the State of Washington, counties, cities and towns, boroughs, port districts, public utility districts, housing authorities, school districts, public hospital districts, water and sewer districts, irrigation and reclamation districts, fire protection districts, and other municipal and quasi-municipal corporations. The team is not only the largest, but also likely the busiest in the region. The team once close more than $1.2 billion in bonds for 20 different issuers in a single week.

Game, Set, Match

Perhaps the firm's most recognizable clients—at least among tennis fans—are Venus and Serena Williams. Former Garvey partner Keven Davis, who represented Serena Williams from the time she was just eight years old, helped secure her position on the U.S. Olympic team after a top-ranking doubles player challenged the U.S. Tennis Association's selection process prior to the 2000 Sydney Olympic Games. Later in their career, the firm helped Venus Williams negotiate a lucrative contract with Reebok and Foster Garvey attorneys continue to represent the Williams Sisters to this day.
