In 2025, Troutman Pepper and Locke Lord merged to form Troutman Pepper Locke LLP. With more than 1,600 attorneys across 30 offices, the firm possesses unique experience and depth in six sectors of the global economy: financial services, energy, health care and life sciences, insurance and reinsurance, private equity, and real estate. Within these and other industries, Troutman Pepper Locke offers comprehensive corporate, finance, litigation and dispute resolution, intellectual property, and government regulatory counsel to clients ranging from startups to global conglomerates.

Through its SEED Program, the firm offers legal counseling and access to basic legal documents for startups. Troutman Pepper Locke attorneys mentor these businesses on processes and policies related to board development, business plan development, and investor relations. In addition, the firm offers these clients an alternative fee structure.

Troutman Pepper Locke serves its global client base through its government relations affiliate, Troutman Strategies. As a stand-alone entity, its attorneys and other professionals assist clients with consulting and lobbying services in a wide range of areas, including agriculture, energy, the environment, insurance, healthcare, appropriations and project funding, telecommunications and technology, and transportation and infrastructure. Troutman Strategies has offices in Atlanta; Raleigh; Richmond; and Washington, DC.

The firm was among the first to launch a subsidiary entirely focused on eDiscovery and legal technology. It established Troutman eMerge in 2012.

Troutman Pepper Locke attorneys take advantage of a plethora of training resources, beginning with its Entry-Level Associate Academy for junior associates. Attorneys continue to receive formal training through the firm's YOUniversity Training Program, which includes training at firmwide and practice levels. The firm also embraces informal training, encouraging attorneys to learn on the job alongside senior attorneys and to develop important communication skills by interacting with clients early in their careers. Through exposure to sophisticated matters and comprehensive training curricula, attorneys at Troutman Pepper Locke are given the tools and opportunities to maximize their capabilities and serve clients with efficiency and excellence. NOTABLE CASES
  • In April 2024, Troutman achieved a landmark victory in the SCOTUS case Rudisill v. McDonough, restoring billions in education benefits under the post-9/11 GI Bill. After spending the past decade fighting pro bono for the rights of 1.7 million fellow veterans, the firm presented oral argument before the SCOTUS, leading to a 7-2 decision that provides approximately 1.7 million post-9/11 veterans with additional education benefits under the post-9/11 GI Bill.
  • Troutman advised Quikrete, a building materials company servicing the U.S. and Canadian infrastructure, commercial, and residential markets, on its $11.5 billion acquisition of Summit Materials, a leading producer of aggregates and cement, and related financing.
  • Troutman represented Marsh McLennan, a global leader in risk, strategy, and people, in its acquisition of McGriff Insurance Services, LLC, an affiliate of TIH, for $7.75 billion.
  • Troutman was part of a national trial team that secured a defense verdict on behalf of Johnson & Johnson in a federal jury trial in the District of Arizona. The case, King v. DePuy Orthopaedics, Inc., et al., was the first DePuy Pinnacle metal-on-metal hip implant trial since the completion of the multidistrict litigation.
