In determining the funding necessary to implement the navigator programs required by the ACA, the Centers for Medicare and Medicaid Services projected wages for individuals who provided basic health care insurance navigator services at $20 per hour, with additional projections of $29 per hour for mid-level project leaders and $48 per hour for senior level executives. These projected wages were not mandated by statute so navigator wages vary.
Health insurance navigators earned average salaries of $47,665 in November 2024, according to ZipRecruiter.com. Salaries ranged from $28,500 to $70,500 or more.
PayScale.com reports that the average salary for health care insurance navigators was $55,500 in 2024.
The majority of navigator positions exist in agencies which receive grants to implement the program. Each agency sets its own budget and salary structure for both administration of the program and client level navigators. Where employed by nonprofit agencies, salaries are generally lower than in private industry.
Full-time navigators often receive fringe benefits such as health insurance and paid vacation and sick days.
