There are no certification or licensing requirements for lobbyists.
Other Requirements
Lobbyists do not need a license or certification, but are they are required to register. The Lobbying Disclosure Act of 1995 (which was amended by the Honest Leadership and Open Government Act of 2007) requires all lobbyists working on the federal level to register with the Secretary of the Senate and the Clerk of the House.
