The field of mobility management emerged in the latter half of the 19th century because of human services programs moving the care of people with disabilities and the elderly from institutional settings to care in their own communities. While this approach often improved the quality of life for people in these groups, it created a variety of transportation challenges regarding work; medical appointments, therapy sessions, and other health-related care; shopping and other daily life needs; and social and entertainment opportunities. There were—and continue to be—issues with gaps in service provision, duplication of services, and the complexity of services. The career of mobility manager emerged to help address these and other issues.
